Participatory toolkit helping European regions balance land and sea biomass use with biodiversity and social needs.

Context

Deciding how to use land and sea resources for food, energy and materials is complicated, because different needs compete with each other. BALANSED gives regions a way to involve citizens and stakeholders in these decisions, using data-based tools that make the trade-offs clear and easier to discuss.

Main objectives

1) Combine participatory processes with data-based scenario modelling. 2) Build an online toolkit for assessing biomass and land/sea use choices. 3) Apply the approach across 27 EU countries and over 1,000 regions. 4) Strengthen trust and legitimacy in bioeconomy decision-making.
