Builds a decision-support tool to help balance competing uses of land and sea, like food, energy and nature protection.

Context

Land and sea are used for many competing purposes — growing food, generating energy, protecting nature — and it’s hard to weigh these trade-offs objectively. TERRAMARE builds a web-based tool (‘LOTUS’) using scientific models and an AI assistant to help policymakers understand and manage these trade-offs clearly.

Main objectives

1) Develop a science-based deliberation tool (‘LOTUS’) for land-sea trade-offs. 2) Combine biophysical and socio-economic models with an AI explainer. 3) Test the tool EU-wide and in eight regional case studies. 4) Support policy that minimises land-sea use conflicts.
